Game Changer Signs Historic Contract with Los Angeles County Probation Department

Training Services to be delivered to Los Padrinos & Barry J. Nidorf Juvenile Hall

LOS ANGELES, CA – The largest probation department in the nation has agreed to terms on a 6-month contract with Game Changer. The Los Angeles-based California POST-accredited and STC-accredited  law enforcement/community relations program will begin formally training Los Angeles County Probation Department officers and traditional members of law enforcement on behalf of the state of California.  For the first time, members of law enforcement will formally train with incarcerated juveniles and young adults inside juvenile hall.

Game Changer has been including juvenile probationers and juveniles in the custody of the LA County Probation Department in their trainings since 2019.  The working relationship between the two entities took on an added layer when the model became accredited by Standards and Training for Corrections (STC) in 2021.  Game Changer will focus their data proven pre de-escalation training model on probation officers and juveniles who are in the current custody of the Probation Department at Los Padrinos Juvenile Hall in Downey, CA, and young adults in custody at the Barry J. Nidorf Secure Youth Treatment Facility in Sylmar, CA.

Over the course of the contract, hundreds of juvenile and young adult incarcerees, probation officers, and members of traditional law enforcement, will participate in moderated 3-hour moderated focus groups to discuss problems and devise solutions together. Los Angeles County Probation officers will earn continuing education units in Community Policing and Communication through Experiential Knowledge Acquisition from California Standards and Training for Corrections (STC). Members of traditional law enforcement will earn continuing education units in Community Policing/Building Trust from the California Commission on Peace Officer Standards and Training (POST)

“This collaboration represents an important step toward bridging the gap between youth housed in Probation facilities, probation officers, police officers, and other juvenile justice professionals,” said Acting Chief Deputy Robert Arcos. “Trainings like this, which foster open dialogue and set achievable goals, are essential to creating lasting, positive change in our communities.”

Pre and Post Perception data will be captured by Game Changer personnel to measure changes in perceptions and behavior among the participating juveniles, young adults, and members of law enforcement.

“Through Game Changer, law enforcement personnel are building trust and understanding with the very youth most at risk of future encounters with law enforcement—before they return to the community,” said Sean Sheppard, Founder of Game Changer.

Since December 2016, Game Changer has conducted 172 in-person and virtual training events in 10 different states and Canada.  A total of 3,073 community residents and members of law enforcement have participated in the training events, including 57 unique law enforcement agencies on the local, state and federal levels.

Game Changer Accepted Into JCOD Incubation Academy Selection by Justice Care and Opportunities Department Includes Grant Award

LOS ANGELES, CA – The Los Angeles County Justice Care and Opportunities Department (JCOD) has selected Game Changer to participate in their Incubation Academy. The Los Angeles-based California POST-accredited and STC-accredited law enforcement/community relations program will be among the Academy’s 10th cohort, and will receive a capacity building grant upon graduating from the 10 week program.

The JCOD Incubation Academy program provides training, capacity building, and technical assistance to community-based organizations, especially those that serve underrepresented and justice-involved individuals. Building the capacity of service providers is foundational to justice reform efforts countywide, and the County’s vision of offering care-first alternatives and treatments to more people. The JCOD Incubation Academy, in collaboration with Impact Hill, provides capacity building training, technical assistance and support in non-profit management from subject-matter experts to cohort participants.

Young adults and juvenile probationers have been participating in Game Changer trainings with members of law enforcement since 2019, a key factor that led to being selected into the Academy.

Since December 2016, Game Changer has conducted 171 in-person and virtual training events in 10 different states and Canada. A total of 3,073 community residents and members of law enforcement have participated in the training events, including 57 unique law enforcement agencies on the local, state and federal levels.

San Diego Youth Transition Campus Hosts Game Changer Training #171

SAN DIEGO, CA – The San Diego Youth Transition Campus was the site of the most recent Game Changer training thanks to the Point Loma Nazarene University Criminal Justice Department, a longtime Game Changer partner and sponsor. The training event occurred on March 19, 2025, and marked the first time in Game Changer history that committed or detained youths participated in the formal training of members of California law enforcement inside a juvenile facility.

5 San Diego Probation officers, 2 La Mesa PD officers, and Captain Michael Blevins of the San Diego Sheriff’s Department, discussed problems and devised solutions with 10 girls from the San Diego Youth Transition Campus, and 5 Point Loma Nazarene criminal justice majors.  The 5 participating Probation Officers earned a total of 15 continuing education units from California Standards and Training for Corrections (STC).  La Mesa PD and San Diego County Sheriff’s Department personnel earned a total of 12 continuing education units from the California Commission on Peace Officer Standards and Training (POST).

Topics of discussion during the 3-hour training included: racial profiling, abuse of power, lack of trust, not knowing one’s rights, and the challenges of getting off probation.  The trainees devised solutions to the following problems: Communication, the difficulty of getting off probation, fair treatment/lack of integrity, and gang violence. All participants completed pre and post perception surveys.

  Game Changer Reaches Training Milestones

National Model Trains 1,000th Member of Law Enforcement and Surpasses 3,000 Total Trainees

LOS ANGELES (October 9, 2024) – With their most recent training event taking place in Compton, California on September 25, 2024, Game Changer  reached the milestone of training 1000 members of law enforcement, 1,002 members to be exact.  Since becoming accredited by the California Commission on Peace Officer Standards and Training (POST)  in 2019, and Standards and Training for Corrections (STC) in 2021, the nation’s premier “pre de-escalation” training model has allowed participating members of California law enforcement to earn a total of 2,008 continuing education units from the state. 57 unique law enforcement agencies on the local, state and federal levels have had their officers, deputies, investigators, and agents, participate in Game Changer training.

The experiential learning model, rooted in behavior psychology, was designed to bring about changes in perception and behavior of law enforcement and non-law enforcement participants.  Each training event has consisted of all participants completing pre and post perception surveys, as well as follow up surveys.  Previous data analyses conducted in 2018 and 2020 by the San Diego State University Institute of Public Health, revealed that Game Changer is very effective at changing the perceptions and the behavior of participating members of law enforcement and participating members of the general public.

“Persistence, faith, dedicated partners, and a growing belief in the effectiveness of the model on the part of law enforcement leadership, is how we have reached this point,” said Game Changer CEO, Sean Sheppard. “Many government agencies assert that their policies and procedures are data driven. With the unique data we’ve collected from training members of law enforcement and community residents over the past 8 years, we’re looking forward to working with them to make changes where appropriate. We have a lot more work to do.”

Since December 2016, Game Changer has conducted 170 in-person and virtual training events in 10 different states and Canada. 2,047 civilians have participated in Game Changer, pushing the grand total of Game Changer participants to 3,049.

LOS ANGELES, CA –

ArtCenter will be partnering with the Los Angeles-based California POST-accredited and STC-accredited  law enforcement/community relations program, and marks the first time the Pasadena community and the Pasadena Police Department will be coming together to formally train members of California law enforcement for the purpose of improving law enforcement/community relations.

ArtCenter College of Design students, faculty, and staff will be invited to attend, along with Pasadena residents, and members of the Pasadena Police Department, to come together and engage in a 3-hour focus group moderated by Game Changer Founder, Sean Sheppard, to discuss perceptions, challenges and devise solutions.  All participating Pasadena Police Department officers will earn 4 continuing education units in “Community Engagement/Building Trust” from the California Commission on Peace Officer Standards and Training (POST).

Police-Community Relations:

The roll of police officers in American society has come under particular attention in recent years due to highly publicized use of force incidents. These incidents have been generalized to represent a broader perspective on police culture. Public perception is a critical factor in the establishment of legitimacy afforded the police. Since 2020 the public’s rapport with, and trust in, officers has waned as well as trust in other institutions and public servants including medical scientists, the military, and K-12 public school principals.

Diverse Views on Police-Community Communication

Communication between diverse communities can be challenging, in part, because perspectives can vary widely across groups with respect to how the groups define successful communication. In the context of police traffic stops, our focus-group and interview research has found not only that officers sometimes define successful communication differently than members of the communities they serve, but that different communities and individuals in the same city vary in their perspectives as well. For example, our interview research revealed that, in the context of a traffic stop, many individuals appreciate officers asking, “Do you know why I stopped you?” because it signals that their experience is valid. They report that this question provides an opportunity to explain their behavior and tell their side of the story early in the interaction. In sharp contrast, other respondents in the same city report that they find the question hostile or condescending. They believe that such a question represents an effort by the officer to fish for information and reflects the officer’s suspicion that the driver is guilty of some form of criminal conduct.
The mission of Safe Communities Institute (SCI) is to engage in research, education, and collaboration to advance sustainable public safety strategies, policies, and programs. It’s focus includes ameliorating and mitigating police and community conflict. SCI has strategically engaged in programing and research to advance rapport and increase mutual understanding between officers and the community.


SCI Revitalizes Partnership with Game Changer

Game Changer is a program designed to improve police – community relations by fostering contextual and cultural understanding to aid change in perception and behavior among law enforcement and community members. In the program officers, young adults, and content experts participate in a facilitated focus group which is structured as an experiential learning exercise. Participants interact with one another in a non confrontational environment and learn to establish common ground and create feasible achievable solutions to individual issues and community problems. The purpose of this experiential learning model is to change perceptions, which leads to changes in behavior and eventually to an increase in peaceful outcomes when police and community interact. Honest dialog and active listening allow an individual to appreciate another person’s perspective and build understanding and empathy. As a fitting culmination of the experience, participants continue relaxed interaction during dinner followed by a sporting event.

Participants complete an electronic questionnaire prior to participating in the focus group. They complete a second questionnaire approximately five weeks after completion of the program allowing them time to acknowledge, experience and integrate any changes in their perspective, perception, or behavior.
Game Changer trainings are California Peace Officer Standards and Training (POST) certified. Law enforcement officers who participate in the events earn four continuing education units in “Community Engagement/Building Trust.”


SCI’s Commitment to Productive Police – Community Relations

In 2019, SCI hosted its first Game Changer event. Sergeant Evan Linney, a student in the master’s program at the Sol Price School of Public Policy at the University of Southern California (USC), facilitated the connection between SCI and Game Changer. “Historically, the LAPD and the City of L.A. have had a lot of issues with police-community relations, so I thought this model would have a huge impact here and what better venue to bring this model than USC,” Linney said. “We can talk about these things all day long, but without somebody who can legitimately influence policy, it’s all just talk. The reason I wanted to forge this partnership is because I know the Price School has the ability to influence policy and that’s the only way any changes are going to get made.” 

In June of 2023, SCI hosted its second Game Changer event. Approximately 40 Los Angeles-based young adults, young men affiliated with the Brotherhood Crusade, and officers from several Los Angeles County police departments participated in a 3-hour facilitated discussion, followed by dinner and a baseball game at Angel Stadium in Anaheim, California. SCI’s Executive Director, Former Los Angeles County Sheriff Jim McDonnell, was thrilled to renew SCI’s relationship with Game Changer after a 4-year hiatus. Mr. McDonnell stated, “We had a very productive meeting and enjoyed an exciting game at Angel Stadium for the Game Changer event. Police officers and young men and women from the Los Angeles metropolitan area, some of whom have experienced significant challenges in their lives, engaged in an open and honest dialogue. I look forward to continuing SCI’s partnership with Game Changer and contributing to the success of young people.”

Mr. Sean Sheppard, Game Changer CEO and Founder, shares Sheriff McDonnell’s excitement about the reinstated collaborative partnership. Sheppard said, “We’re extremely happy to resume our partnership with SCI under the new leadership of Sheriff McDonnell and Managing Director, Jessie Redd. Their latest investment in Game Changer, and our mutual desire to combine resources to bring about measurable change, is a win for the community residents and members of law enforcement in Los Angeles County,”  


Game Changer Changes Perspectives

The focus group is designed to provide participants an opportunity to discuss compelling public safety issues that impact their lives and their communities. A typical session starts with an icebreaker that enables participants to get acquainted with one another. Rules of engagement are explained to ensure the environment is conducive for participants to share their personal thoughts, feelings, and concerns. This candid dialog allows exchange and sharing and presents a unique chance for peer-to-peer learning that rarely occurs among officers and civilians.


Data Tells a Story of Hope and Optimism 

The post survey data analysis indicates that the participants’ perception of law enforcement improves and law enforcement’s understanding of community members’ concerns increase after participation in Game Changer. The San Diego State University Institute of Public Health found that Game Changer is highly effective at changing the perceptions and behaviors of law enforcement and community participants. 2018 Data Snapshot & 2020 Data Analysis Snapshot. www.GameChanger1.org. 

Specifically, the data of the follow up survey posits the following perspective changes: 

  • 71% of community residents have a more positive view of law enforcement. 
  • 68% of law enforcement have a better understanding of community members of color. 

Equally impressive are the statistics on behavioral change. Members of law enforcement report positive changes in their communication with community members after participation in Game Changer. 


Recognition as a Premier Training Model

In addition to statistics that prove its model enhances interaction between officers and community members, Game Changer has received impressive accreditations, awards, and training grants.

  • 2019: Accreditation by the California Commission on Peace Officer Standards and Training (POST) to train members of law enforcement in Community Policing and Interpersonal Communication. 
  • 2020: Receipt of the International Association of Chiefs of Police (IACP) Michael Shanahan Leadership in Public and Private Cooperation Award. 
  • 2022: Receipt of the Bureau of Justice Assistance National Training and Technical Assistance Center grant to train law enforcement agencies.

Game Changer Fosters Improved Communication between Police and Community Members

Since December 2016, Game Changer has conducted 144 in-person and virtual training events with a total of 2,587 community members and members of law enforcement. Included were 1,727 community members from 10 states and Canada, and 860 law enforcement personnel from 57 agencies at the local, state, and federal levels. 


Efforts to Improve Police -Community Communication

Traffic stops are the most common form of police and community interaction. A large amount of police -community communication occurs during a traffic stop.  To learn more about police – community member communication, SCI added two questions about traffic stop communication to the Game Changer June 2023 participant survey. SCI hopes to learn more about the nuances of communication and incorporate the information into its educational curriculum.

Federal Grant Allows Game Changer to Provide Law Enforcement/Community Relations Program to 

Jointly Train LASD Deputies and Los Angeles Residents

 

LOS ANGELES (December 4, 2023) –Game Changer has received its 2nd Community Oriented Policing Services (COPS) grant, the latest, through a partnership with the Los Angeles County Sheriff’s Department (LASD) the nation’s largest sheriff’s department. The 12 month grant will be used to train hundreds of LASD deputies and thousands of Los Angeles community residents, and will allow LASD deputies to earn California Commission on Peace Officer Standards and Training (POST) continuing education units in Community Engagement and Building Trust.

 

Game Changer and LASD jointly applied for the federal funds in early 2023, as the department began putting a premium on community engagement and building community trust under newly elected Sheriff, Robert Luna. With an emphasis on training LASD deputies, the grant allows personnel from other law enforcement agencies throughout the state to be trained through Game Changer and earn California POST continuing education units as well.

 Los Angeles County Sheriff Department Undersheriff, April Tardy explained the nature of the partnership with Game Changer by stating, “ Sheriff Luna and our executive team realize the importance of community engagement.  I had the pleasure of meeting Sean Sheppard, who presented the Game Changers program to me in 2020.  I loved the concept of law enforcement and the community, sitting in a room together, having a conversation where they could address community perceptions of law enforcement, provide deputies an opportunity to speak openly with our residents, and realize we share the same goals – making the department and our communities better.”

 

LASD personnel and other participating members of California law enforcement will earn 4 hours of California Commission on Peace Officer Standards and Training (POST) continuing education units in Community Engagement/Building Trust. Participating Corrections and Probation officers will earn 3-5 hours of Standards and Training for Corrections (STC) continuing education units in Community Policing and Communication through Experiential Knowledge Acquisition. The training events also provide an opportunity for members of the general public to receive training and insight into the concerns, objectives and priorities of law enforcement professionals.   

 

Since December 2016, Game Changer has conducted 146 in-person and virtual training events in 10 different states and Canada. A total of 2,619 community residents and members of law enforcement have participated in the training events, including 57 unique law enforcement agencies on the local, state and federal levels.

USA Boxing to Partner with Game Changer

Partnership Features USA Boxing Southern California Association LBC 33 & Silver Gloves District 8

 

LOS ANGELES (September 25, 2023) – The sport of boxing will serve as a hub for civic engagement and play a role in training California law enforcement through Game Changer.

 

USA Boxing Southern California Association (LBC 33) President, Joe Zanders, who also serves as Director of USA Boxing’s Silver Gloves Region 8, and Game Changer Founder, Sean Sheppard, have reached an agreement that will permit the nation’s premiere law enforcement/community relations program to train members of California law enforcement in conjunction with local, state, and national USA Boxing tournaments.  USA Boxing Local Boxing Committee 33 is the largest local boxing committee in the United States, is one of four amateur boxing associations or local boxing committees in California, and serves Santa Barbara, Ventura, Riverside, Orange, San Bernardino, and Los Angeles counties. 

 

Most of the USA Boxing/Game Changer training events will take place at the Los Angeles County Sheriff’s Youth Athletic League gym in the city of Compton, California, however, the partnership allows for Game Changer to positively impact law enforcement community relations in the Silver Gloves Region 8 states of Nevada, Utah, Arizona, Colorado, New Mexico, and Hawaii, as well.

 

USA Boxing/Game Changer trainings will bring together community residents and members of law enforcement to participate in moderated focus groups to discuss problems and devise solutions to problems, 3 hours before the start of USA Boxing matches. Pre and post data are collected, and at the conclusion of the focus groups, all participants will spend quality time together watching amateur boxers compete inside the ring. 

 

Participating members of California law enforcement will earn 4 hours of California Commission on Peace Officer Standards and Training (POST) continuing education units in Community Engagement/Building Trust. Participating Corrections and Probation officers will earn 5 hours of Standards and Training for Corrections (STC) continuing education units in Community Policing and Communication through Experiential Knowledge Acquisition. The training events also provide an opportunity for members of the general public to receive training and insight into the concerns, objectives and priorities of law enforcement professionals. 

 

Joe Zanders, who previously held the position of USA Boxing National Team coach, and was named the 2012 US Olympic Boxing Team coach, shared, “This partnership provides a great opportunity for us to join forces to impact members of our community in a most positive manner. The opportunity to come together and lay our cards on the table, open doors, and build bridges of understanding, gives us hope for a very bright future.”

Watts to Host 1st Game Changer Training

1st in a Series of Trainings within Mike Gipson’s California Assembly District 65 (AD65)

 

LOS ANGELES (September 18, 2023) – Game Changer will be conducting its first training in the neighborhood of Watts on Wednesday, September 27, 2023, through a partnership with the office of California Assemblymember, Mike Gipson (AD65). It is the first in a series of trainings within Assembly District 65, and will occur at the Children’s Institute in Watts. The Assemblymember is no stranger to the California Peace Officer Standards & Training-accredited law enforcement/community relations model, as he’s participated on more than one occasion.

 

Game Changer will pilot its national law enforcement/community relations behavior change model over a period of 5 months in Watts, Compton, Carson, Willowbrook, and other cities that happen to be within the 65th Assembly District. Assemblymember Gipson’s office will conduct outreach within Assembly District 65 constituents and secure venues for the trainings. At the conclusion of the pilot period, the USC Safe Communities Institute, directed by former LA County Sheriff, Jim McDonnell, will provide a data report to be shared with city, county, and state officials to demonstrate efficacy and long-term value.

 

Participating members of California law enforcement will earn 4 hours of California Commission on Peace Officer Standards and Training (POST) continuing education units in Community Engagement/Building Trust. Participating Corrections and Probation officers will earn  3 hours of Standards and Training for Corrections (STC) continuing education units in Community Policing and Communication through Experiential Knowledge Acquisition. The training events also provide an opportunity for constituents of Assembly District 65 to receive training and insight into the concerns, objectives and priorities of law enforcement professionals.

Since December 2016, Game Changer has conducted 145 in-person and virtual training events in 10 different states and Canada. A total of 2,593 community residents and members of law enforcement have participated in the training events, including 57 unique law enforcement agencies on the local, state and federal levels.
